India, United Arab Emirates and Sri Lanka to create energy hub: a big step in a growing partnership

India and the United Arab Emirates (UAE) have agreed to work with Sri Lanka to develop a major energy center. This hub will be built in Tinkomali, a major city in eastern Sri Lanka. This is a big thing for the three countries, especially India tries to increase its presence in Sri Lanka and compete with China in the region.

This new partnership was announced on 5 April 2025 during the visit of Indian Prime Minister Narendra Modi to Sri Lanka. This is the first visit to the world leader as President Anura Kumara Dissanayake took over in Sri Lanka last year.

In 2022, Sri Lanka went through a serious economic crisis. The country does not have enough money to pay its loan. At that time, India helped by paying about $ 4 billion in financial aid. Since then, India and Sri Lanka have tried to strengthen their relationship.

On the other hand, China has also invested heavily in Sri Lanka. In fact, Chinese state -owned energy company, Cinopec, is constructing a $ 3.2 billion oil refinery in the Southern port city of Hambentota. The region is already known for a Chinese-made port.

Therefore, this new energy center in Trincomli reflects India's effort to keep its position strong in Sri Lanka. Now with the UAE on the board, it adds overweight to the project.

 

What is the plan?

The energy hub will include a multi-product pipeline. This means that the pipeline can carry various types of fuel. It is also a matter of using an old oil tank farm from World War II. This facility is partially run by the Sri Lankan branch of the Oil Corporation of India.

India's Foreign Secretary, Vikram Misri said that UAE is a great partner in energy. Therefore, they make sense to include them in this project. The details of the role of UAE are not yet final. More information will come after commercial discussion between companies of each country.
